He Liang rides his home-made suitcase vehicle along a street in Changsha, Hunan province in south central China. He spent 10 years modifying the suitcase into a motor-driven vehicle.

The suitcase has a top speed of up to 20km/h and the power capacity to travel up to 50-60km after one charge, according to local media.

  1. For anything over 50 CCs which is what it will need to be for you to have enugoh maneuvering speed to be safe, you will need to attend a motorcycle safety course, and get you motorcycle license. The cost for one year of liability on my 150 CC (what I started out on) was $113 a year. The insurance company wouldn’t give me full coverage since it had no kelly blue book, or NADA book value. If you want to go with something that can be fully insured it will need to be something other than a scooter.
